With Tilt Brush you can draw in 3D. With updates, Google has added features such as multiplayer support and an open source toolkit to enable drawings to be used in animations.
According to Google, you can find the code for the app GitHub. Due to license restrictions, however, some features had to be removed. Even after support has ended, you can still download the program from all major VR app stores.
