The series is set in Washington DC, but filming will take place in the city of Valencia, California. Therefore, only a few central scenes are shot in Washington, while the exterior shots are mostly from California.

The executive producers are Donald P. Bellisario and Don McGill. However, there were always arguments on the set, not only between the producers, but also between Bellisario and the actor from Gibbs, Mark Hamon.
